Based on the debate on December 3 and the 359 amendments submitted, rapporteur MEP Christian Ehler has now presented a revised report on the assessment of the implementation of Horizon Europe with regard to the interim evaluation and recommendations for FP 10.

The association process of third countries is now also addressed, and Pillar II now states, among other things, that “collaborative research is at the heart oft he European Framework Programmes”. Regret is expressed regarding the critical voices on the EIT, and the need for national reforms (while national investments are not mentioned) is also acknowledged. In addition, the “civil nature” is emphasized, but synergies with defence R&D spending are also needed.

The vote in the ITRE Committee on which amendments will be adopted is scheduled for February 20. The report will then be presented to the plenary in March/April 2025.
