On 28 November 2024, Spain published the ‘Preliminary Spanish Stance on the X Framework Programme’. The preliminary position was published in Spanish, together with a courtesy translation in English.
The paper includes an introduction, followed by Spain’s views of strategic orientations, the structure of the programme (with a view to stability and predictability), tools (e.g. lump sums) and implementation of the programme, as well as initiatives linked to the Framework Programme.
The Spanish preliminary position highlights the following issues, amongst others:
- the importance of the principles of excellence, quality and impact, which also require a higher and safeguarded budget;
- Spain is in favour of synergies regarding dual use technologies;
- the current structure of the Framework Programme is considered adequate;
- transnational collaborative projects as the “fundamental tools” in FP 10;
- regional innovation ecosystems should be strengthened;.
