The network of Higher Education Reform Experts (HERE) was established in 2007, through the TEMPUS programme in place at the time. Its role is to help build the capacity of higher education institutions in third countries not associated to the Erasmus+ programme.
This publication examines the extent to which the higher education systems in the third countries have actively taken measures to assist the mitigation of, and adaptation to, the threats inherent in rapid and lasting climate change. It is based on a combination of desk-based research and focus group dialogue.
