As digital transformation is reshaping all aspects of society, how are European education systems responding? Drawing on Eurydice policy data and ICILS 2023 survey evidence, the report provides an evidence-based overview of the state of digital education in Europe. It is an essential resource for policymakers working to develop inclusive, innovative, and future-ready education systems.
The first part of the report focuses on governance infrastructure and access. It examines how education systems regulate connectivity, hardware, software, interoperability, and technical support in schools. It then considers digital equity and inclusion, particularly the disparities in access to digital technology at home and in schools. Policy approaches to the integration of artificial intelligence and other emerging technologies in education are examined. Attention is also given to school-level digital planning and quality assurance, highlighting how digital transformation is organised, supported and evaluated.
The report also covers the development of digital teaching and learning. A chapter on curriculum and assessment examines whether and how digital competences are integrated and evaluated in national curricula. The final chapter focuses on digital competences in teacher education and training across Europe, highlighting the main professional development gaps, the use of digital technologies in teaching and teachers’ perceptions of their benefits and drawbacks.
Qualitative data on policies and measures are collected from the Eurydice Network in 38 education systems, including the 27 EU Member States, Bosnia and Herzegovina, Switzerland, Iceland, Liechtenstein, Montenegro, North Macedonia, Norway, Serbia and Türkiye.
