Based on previous recommendations, the EIC Board broadly welcomes, albeit with some caution, an important milestone in the negotiations on the next programming period (2028-2034) - the adoption of the Council’s Partial General Approach (PGA) of the legislative proposals for the Horizon Europe Framework Programme and the European Competitiveness Fund (ECF). This caution stems from the need to properly clarify and prepare for the implementation of the many novel elements in the Commission’s proposal and the Council PGA, which if not clarified and addressed correctly, run the risk of diluting the future impact of the EIC. 

The Board looks forward to the development of the European Parliament’s position on the Horizon Europe and ECF programmes and stands ready to provide further advice as requested.
