Lithuania has put forward its preliminary position on the 10th European R&I framework programme 2028-2034. In this document, Lithuania calls for an integrated approach that involves the consideration of various policies, funding streams, and stakeholder needs holistically, while negotiating the next Multiannual Financial Framework (MFF).

The main messages focus on:

  • FP10 for knowledge creation and EU’s technical advancement, including the promotion of blue sky research, the introduction of Research Actions, enhanced support for R&D involving technologies with dual-use potential, and fostering the emergence and incubation of critical technologies;
  • International cooperation, emphasizing close cooperation with EU partners adhering to the EU’s fundamental values and principles through association agreements and revisiting the scope of the open science policy;
  • EU Enlargement, proposing tailor-made integration measures for new candidate countries;
  • Future of the EU Missions, suggesting that they be lifted out of the FP and relaunch at MFF level;
  • European partnerships, including EIT, for which Lithuania advocates for a limited number of partnerships
  • Broadening participation, asserting that closing the existing R&I gaps is a prerequisite for EU’s resilience, security and open strategic autonomy and presenting a list of measures to improve accessibility;
  • Budget, calling for an increased and stable budget with an anticipatory approach.
