Jean Monnet
Jean Monnet projects contribute to the dissemination of knowledge about the European Union and support teaching and research in the field of European Union studies throughout the world. Studies should promote active European citizenship and values, address the role of the EU in a globalised world or raise awareness of the European Union. Jean Monnet’s activities can also serve as a way to promote public diplomacy towards third countries and to raise the profile of European values. The projects are intended for universities, but also for primary and secondary schools, where they should primarily promote a better understanding of the functioning of the EU and its institutions.
What are the types of activities and how to get involved?
Jean Monnet activities aim to promote excellence in teaching and research in the field of European integration studies worldwide. They also help to develop dialogue between academia and policy-makers with the aim of continuous improvement. Last but not least, they focus on training teachers and educators in teaching about the EU.
- Modules, Departments and Centres of Excellence Jean Monnet Universities are aimed at applicants from higher education institutions from all over the world
- Teacher training and the EU Teaching Initiative aim to educate teachers and pupils in primary and secondary schools
- Jean Monnet Networks can be designed for both target groups
- Jean Monnet ModulesThese are short teaching programmes or courses offered within a higher education institution in the field of European Union studies.
- Each module lasts a minimum of 40 teaching hours per academic year over a period of three years.
- Modules may focus on one specific field of European Studies, or they may use a multidisciplinary approach that requires the academic work of several professors and experts.
- They can also take the form of short specialized or summer programs or schools.
Terms of Engagement
- Higher education institutions from all over the world (with the exception of Belarus and the Russian Federation) can apply for the three-year project.
- The maximum grant is €30,000 and is funded in a lump sum that includes salary, travel, subsistence, equipment, subcontracting and other costs such as dissemination, publications and translations.
- Applicants must apply for a predetermined lump sum as shown in the tables of the Handbook and determined by country and total number of teaching hours.
- Jean Monnet Chairs These are teaching positions specialising in European Union studies for university professors for a period of three years.
- The Jean Monnet Chair is held by only one professor who provides a minimum of 90 teaching hours in one academic year.
- The department may have a team at its disposal whose aim is to support and expand the activities of the department, including the provision of additional teaching hours.
Terms of Engagement
- Higher education institutions from all over the world (with the exception of Belarus and the Russian Federation) can apply for the three-year project.
- The maximum grant is €50,000 and is funded in a lump sum that includes salary, travel, subsistence, equipment, subcontracting and other costs such as dissemination, publications and translations.
- Applicants must apply for a predetermined lump sum as shown in the tables of the Handbook and determined by country and total number of teaching hours.
- Jean Monnet Centres of ExcellenceThese are contact points bringing together competences and knowledge on topics related to the European Union.
- They combine the knowledge and competences of high-level experts, strive to develop synergies between disciplines within European studies, and create joint transnational activities and structural links with academic institutions in other countries.
- Jean Monnet Centres of Excellence play an important role in connecting with students from faculties not normally involved in EU matters, policymakers, governments, organised civil society and the general public.

- Higher education institutions from all over the world (with the exception of Belarus and the Russian Federation) can apply for the three-year project.
- The maximum grant is €100,000 and is financed in a lump sum.
- Candidates must describe the budget in detail in the application and organise it into individual work packages (for example, divided into ‘project management’, ‘training’, ‘organisation of events’, ‘preparation and implementation of mobility’, ‘communication and dissemination’, ‘quality assurance’, etc.).
- Jean Monnet teacher training , Training for primary and secondary school teachers (ISCED 1-4).
- The aim is to develop their knowledge and skills in teaching about the EU and to empower them through an understanding of the EU and how it works.
- Activities may be organised by a higher education institution or a teacher training organisation. The grant application is then submitted by the following organising institutions.
Terms of Engagement
- A three-year project can be applied for by a higher education institution or an agency providing teacher education at ISCED level 1-4 from an EU Member State or third country associated to the Programme.
- The maximum grant is €300,000 and is financed in a lump sum.
- Applicants must describe the budget in detail in the application and organise it into individual work packages (for example, divided into ‘project management’, ‘training’, ‘organisation of events’, ‘preparation and implementation of mobility’, ‘communication and dissemination’, ‘quality assurance’, etc.).
- Learning EU initiativesThis activity supports schools and vocational education and training providers (ISCED 1-4) in teaching specific EU-related content (e.g. democracy, EU history, how the EU works, etc.).
- Activities should be taught during the school year and may also include project weeks, study visits, and the like.
- Classes must take place for at least 40 hours per school year in 3 consecutive years.

- A three-year project can be applied for by a school or vocational education and training provider (ISCED 1-4) from an EU Member State or third country associated to the Programme.
- The maximum grant is €30,000 and is funded in a lump sum that includes salary, travel, subsistence, equipment, subcontracting and other costs such as dissemination, publications and translations.
- Applicants must apply for a predetermined lump sum as shown in the tables of the Handbook and determined by country and total number of teaching hours.
- Political debate in the Jean Monnet networksThe primary objective of thematic networks in the field of higher education is to collect, share and discuss research results, course content, course experiences, studies, articles and the like among partners. Each network is a tool that allows partners to share their academic work, conduct evaluations and comment on published documents.Three thematic networks are envisaged in 2023:
- Jean Monnet Network for Internal Policy: Digital transformation in Europe
- Jean Monnet Network for External Policy: Values and Democracy
- Jean Monnet External Policy Network: EU-Africa
Terms of Engagement
- Higher education institutions based in an EU Member State or third country associated to the Programme can apply for a three-year project under the ‘Digital Transformation Europe‘ network. Partnerships within this network must involve at least 12 organisations from 7 different countries.
- Higher education institutions established in an EU Member State or third country associated to the Programme or in a third country not affiliated to the Programme (with the exception of Belarus and the Russian Federation) can apply for a three-year project under the Values and Democracy Network. Partnerships within this network must involve at least 12 organisations and at least 6 different third countries not associated to the Programme and funded by external action instruments must be represented (at the same time, the coordinator must be based in an EU Member State or third country associated to the Programme).
- A three-year project under the EU-Africa network is open to higher education institutions established in an EU Member State or third country associated to the Programme or in the following third countries not associated to the Programme: countries of sub-Saharan Africa, Algeria, Egypt, Libya, Morocco, Tunisia. Partnerships within this network must involve at least 10 organisations and at least 5 different countries in sub-Saharan Africa must be represented (the coordinator must also be based in an EU Member State or third country associated to the Programme).
- The maximum grant for the Home Affairs Network is €1 million and for the Foreign Policy Network is €1.2 million. Financing is in the form of a lump sum.
- Applicants must describe the budget in detail in the application and organise it into individual work packages (for example, divided into ‘project management’, ‘training’, ‘organisation of events’, ‘preparation and implementation of mobility’, ‘communication and dissemination’, ‘quality assurance’, etc.).
- Jean Monnet networks in other fields of education and training A network of primary schools and vocational education and training institutions and/or higher education institutions providing teacher training and education.
- The aim is to exchange experiences, good practices or to complete joint lessons within a group of countries.
- The activities will facilitate the view of EU education methodologies among practitioners at international level.
