Coimbra Group, the association of long-established European comprehensive, multidisciplinary universities, has published a statement with its priorities for the EU’s next Multiannual Financial Framework for 2028-2034. The Group calls for investment in education, research and innovation to be prioritised as fundamental pillars of Europe’s long-term growth and resilience. The paper highlights the following issues:
- Increasing funding: The EU must increase funding for education, research and innovation, ensuring stable, long-term investments in high-quality projects. Coimbra Group strongly advocates for a stand-alone Erasmus+ programme and a stand-alone Research & Innovation Framework Programme (FP10), both with ring-fenced budgets for the entire MFF period.
- Safeguarding the independence of the European Research Council (ERC).
- Strengthening skills development: Coimbra Group stresses that innovation thrives on strong foundations in education and research, and advocates for a holistic vision of skills development – one that is connected to knowledge and prepares for future challenges.
- Simplified and flexible funding mechanisms: The EU must streamline funding procedures, harmonise programme rules, and ensure greater flexibility within the budget to enable beneficiaries to respond effectively to crises and new priorities.
- Have a holistic approach to innovation: While technological innovation remains crucial, the Coimbra Group stresses the importance of the Social Sciences and Humanities (SSH) in addressing societal transitions and fostering inclusive, human-centred progress.
