On 8 July 2025, the European Commission opened two public consultations in the context of the Competitiveness Compass. The first consultation concerns the European Innovation Act. The initiative aims to create an innovation-friendly environment that supports innovative companies to grow in the EU. It is closely linked with other recently adopted EU initiatives, like the EU Startup and Scaleup Strategy, the Single Market Strategy, the Union of Skills, and the upcoming the European Research Area Act.

The consultation consists of two parts: A formal questionnaire and a call for evidence. Many of the areas addressed are also relevant for research organisations and universities, e.g. knowledge transfer and infrastructures.

The second consultation is about the 28th Regime. This initiative aims at providing companies with a single set of rules, including an EU corporate legal framework based on digital by default solutions. In addition to company law, the results of the consultation will also help determine how we address aspects related to other areas of law, such as labour and taxation.

Both consultations are open until 30 September 2025.
