In an era of mounting competition and fragmentation, Europe finds itself at a crucial crossroads. The evolving global landscape requires bold, strategic, and political decisions, not only in economic and security matters but also in research and innovation (R&I) policy. The European Union must act decisively to strengthen its competitiveness and global leadership. At the same time, Europe must ensure that research and innovation can continue to thrive by serving society, contributing to sustainable development, social well-being, and a future built on trust, open collaboration, and shared progress. Upholding academic freedom is fundamental to this vision, protecting the ability of researchers and institutions to operate without interference and ensuring that scientific excellence remains a cornerstone of European policymaking and funding.

This high-level summit organised by STOA and the G6, the informal grouping of the six biggest scientific research organisations of Europe, brings together high-level representatives from the European Commission and the European Parliament, and presidents of G6 organisations to discuss how research can shape the architecture of Europe’s future competitiveness landscape. Like a pipeline, the system depends on steady input at every stage–from basic research to applied innovation–to remain productive and resilient. Fundamental research plays a vital catalytic role, enabling scientific progress and laying the groundwork for future technological and societal breakthroughs. The discussion will focus on how integrated R&I policies can strengthen Europe’s competitiveness, sovereignty, and capacity to respond to global challenges.
