On 1 April, the European Commission presented ProtectEU, a new security strategy to better respond to evolving threats such as organised crime, terrorism, hybrid attacks and cyber risks. Research and innovation are addressed in the paper, stating that ‘research and innovation play a crucial role for internal security by creating solutions to counter emerging threats, including through misuse of technology. The EU must continue to invest in the development of innovative tools and solutions through EU-funded security research and innovation to address security threats in compliance with EU rules and fundamental rights’.

The Commission announced that a Security Research & Innovation Campus will be set up at the Joint Research Center (JRC). The European Research Area is explicitly addressed in the context of research security. Dual use is also mentioned ‘where appropriate, the dual-use potential of technologies should be utilized in both directions’, the paper says.
