For Türkiye, involvement in European Union Framework Programmes not only brings immediate advantages but also strengthens its integration with the European Research Area (ERA), an effort it has pursued since 2003 and plans to maintain in the upcoming 10th EU Framework Programme (FP10).

Türkiye calls for a stable and sufficient budget as it is crucial for nurturing innovation. FP10 must balance policy-driven and curiosity-driven research, especially in Pillar I, which includes essential programmes like ERC and MSCA, the paper says.

Türkiye appreciates the current Framework Programmes’ inclusive structure, especially regarding Sustainable Development Goals (SDGs), but requests a broader approach to Technology Readiness Levels (TRLs). It also emphasizes the importance of international collaboration, urging flexibility in the association processes for Enlargement countries like Türkiye to strengthen synergies with relevant EU bodies

The Widening actions of Horizon Europe have positively impacted low-performing R&I countries, and Türkiye supports continued measures to increase participation in the research landscape. However, it suggests that Widening Participation and Strengthening the ERA be treated as separate components to better address their distinct goals.

Türkiye raised concerns about the effectiveness of Missions within Horizon Europe, advocating for streamlined decision-making and clearer support systems. It also noted limitations in its participation in the European Institute of Innovation and Technology (EIT) due to high fees and complicated structures, proposing a reevaluation of the EIT’s integration with Framework Programmes.

Finally, Türkiye encourages enhancing partnerships and the role of the European Innovation Council (EIC) to foster inclusivity, increase SME participation, and reduce administrative burdens. It recommends substantial support for underrepresented countries to facilitate access to funding and resources. Overall, Türkiye seeks a balanced and comprehensive approach in the design and execution of future Framework Programmes to ensure fairness and inclusivity for all participants.
